All Talk And No Trousers

The idiom "all talk and no trousers" means that someone talks a lot about doing something but never actually takes action or follows through with it. It is used to describe someone who makes big promises but fails to deliver on them.

For example, if a friend keeps saying they will start exercising but never actually goes to the gym, you could say "he's all talk and no trousers." Or if a politician makes a lot of promises during a campaign but fails to fulfill them once in office, you could say "he's just all talk and no trousers."

The phrase originated in the UK and is often used in British English. It is a humorous way of pointing out someone's lack of action or follow-through.
